From what I understand Flash is providing parking locations EV chargers and helping them install at their locations. Even though Flash isn’t building a charging network per say but, once you deploy enough charger it would itself become a small network on its own. And it would be better for the customers for us to embrace it rather than ignoring it and make their experience better.
The gold standard for EV charging is Tesla charging network. The only con is it a closed network right now, but is soon to change.

EV Charging outside of tesla’s networks is defragmented, and everyone just does whatever they feel like. Which is soon to change with efforts from the Biden administration.
Biden administration has secured $5B of EV Charging infrastructure and is awarding contracts for EV charging infrastructure and some of their requirements are the chargers to be convenient, affordable, and accessible.
